Obviously a pre-meditated one ...someone or some people out there are behind it
When I heard about the news , the first thing I told myself is that the way the incident occur shows that it is not a coincidence , proper investigations should be done
That this was intentionally caused, using the excuse of global warming as a way out.
If there was some evil master plan behind this, people would probably never know. Situation like these usually give too many opportunities for incriminating evidence to disappear.
