President Biden signs executive order to boost AI infrastructure

President Biden of the the United State has signed an Executive Order on "Advancing U.S. Leadership in Artificial Intelligence Infrastructure" to boost the United States' position in the rapidly advancing field of artificial intelligence (AI). The Executive Order will foster collaboration between the federal government and private sector in developing AI infrastructure. In the statement, President Biden declared that "he will not let America be out-built when it comes to the technology that will define the future".

Announced on January 14, 2025, the executive order directs the Department of Defense and the Department of Energy to lease federal land to private companies for the construction of AI infrastructure. This is to enhance economic competitiveness, strengthen national security, ensure AI safety, and promote clean energy. President Biden emphasized the importance of this partnership, stating, "This renewed partnership between the government and industry will ensure that the United States will continue to lead the age of AI."

A key stipulation of the order is that the AI infrastructure developed on these federal sites must incorporate a substantial proportion of U.S.-manufactured semiconductors. Additionally, the government will maintain oversight of private sector developers to assess the national security implications of AI models created on these premises.

This executive order is among the final actions of President Biden's administration, bringing the total to 157 since he took office in January 2021, with eight issued in 2025 alone. Notably, in 2022, President Biden authorized government agencies to explore the creation of a regulatory framework for digital assets through a separate executive order.

The timing of this order is particularly significant, as it comes just days before President Biden is set to leave office on January 20, when President-elect Donald Trump will be inaugurated. Reports suggest that the incoming administration may also prioritize AI and cryptocurrency policies, with potential executive orders addressing the debanking of crypto firms and a proposed ban on the development of a central bank digital currency. President-elect Trump has expressed intentions to have all Bitcoin mined within the U.S. and to establish a strategic Bitcoin reserve from crypto assets seized by law enforcement agencies.

The executive order also follows President Biden's recent proposal of a framework aimed at restricting semiconductor sales to foreign nations. This proposal has faced criticism from industry leaders who argue that it could potentially harm U.S. companies by diminishing their global competitiveness.

This executive order is a strategic effort to maintain and enhance US' leadership in AI technology. The collaboration between government and industry is expected to drive innovation, ensure the responsible development of AI, and address potential challenges associated with its deployment.
