Crime is a common phenomenon in dCity, the probability of which varies from city to city. The percentage of chances of a crime occurring depends on how you manage your city. As per the info page of the game, crime happens every 24 hours, and it depends on the number of people, Homeless, and Immigrants living in the city. Crime event can significantly decrease your daily SIM income. If there is no SIM income and in case of 100%+ tax, crime become irrelevant.
At present, tax is about 90% so everybody earning some SIM income and by preventing crime in your city you can protect your daily SIM income. There are different types of crime depending on the building you do have. In the table below, we can understand it easily.

If your SIM income is high and general crime happens, then you can lose a significant amount of your income. In other crime, there will be a fix loss irrespective of your income. For cities, have more than 1000 income, there is a chance of getting criminal also. If crime happens at 30% chance then chance of getting criminal is 70%
How to prevent or reduce crime probability?
Chances of crime can be reduced to 0% to prevent and protect your SIM earning. There are buildings like Police Station, Court, Cinema and Gym which helps to reduce crime chances, but it is not mention anywhere that what % of crime these building reduce. Only it is stated that Police Station and Court works 5 times better than Cinema and Gym. Here we can say that 5 Cinema or 5 Gym card can reduce crime chance equal to 1 Police Station and 1 court.
Other than these building cards, there are some technology cards which also helps to enhance the effectivity of building like Police Station to reduce crime chances.

Above, building and tech cards are tools to reduce crime chances in your city. It depends on you how you manage your city and accumulate these cards wisely to make your city crime free. Recently I reduced crime chances in my city from 30 to 3% ad my target is 0% which I will achieve soon.
There is no guarantee that once you achieved 0% crime chance, it will not increase again. As crime chance depends on population, homeless, and immigrants, so as your city will grow you have to maintain the number of buildings and tech cards which help to reduce crime chances.
