Every now and then I go through my photographic archives to sort them out and see what I have of interest. So I came across these images from a job I did about 9 years ago, when I was hired by the Government of the Capital District (GDC) to write some publications about the history of some communities in Caracas, Venezuela, and also to take pictures of those places.
De vez en cuando reviso mis archivos fotográficos para ordenarlos y ver qué tengo por allí de interesante. Así me encontré con estas imágenes de un trabajo que hice unos 9 años atrás, cuando fui contratada por el Gobierno del Distrito Capital (GDC) para redactar unas publicaciones sobre la historia de algunas comunidades de Caracas, Venezuela, y también para tomar fotos de esos lugares.
The material I wrote was based on interviews with the founders or people most knowledgeable about the history of each community. One of the sectors I visited for this was Santa Rosalía, one of the oldest in Caracas, there several community leaders gave me a tour of the area to take pictures and then showed me the place where they met to talk about the needs they had and create projects to solve them, this is called Communal Council.
El material que redacté se basó en entrevistas hechas a los fundadores o personas más conocedoras de la historia de cada comunidad. Uno de los sectores que visité para esto fue Santa Rosalía, uno de los más antiguos de Caracas, allí varios líderes de la comunidad me hicieron un recorrido por la zona para que tomara fotos y luego me mostraron el lugar donde se reunían para hablar sobre las necesidades que tenían y crear proyectos para darles solución, a esto se le llama Consejo Comunal.
This type of social organization was promoted in 2006 by the then President Hugo Chávez, and since then and with a law that was enacted, people have been forming communal councils all over the country, there are currently more than 49,000 of them. Their objective is that the citizens participate directly in the solution of the problems of their community, creating projects, administering the resources granted by the national government for that purpose and executing the works.
Este tipo de organización social fue impulsada en 2006 por el entonces presidente Hugo Chávez, y a partir de ese momento y con una ley que se promulgó, la gente fue formando consejos comunales por todo el país, existen más de 49.000 actualmente. Su objetivo es que los ciudadanos participen directamente en la solución de los problemas de su comunidad, creando proyectos, administrando los recursos otorgados por el gobierno nacional para tal fin y ejecutando las obras.
Before I left I had to talk to the spokeswoman of the Community Council, ask her some questions, although she was in a meeting she invited me in, and in the half hour I waited for her to finish, I took these photos, with her consent.
Antes de irme tenía que hablar con la vocera del Consejo Comunal, hacerle unas preguntas, aunque estaba en una reunión me invitó a pasar, y en la media hora que esperé a que terminara, hice estas fotos, con su consentimiento.
Now I don't remember what problem they were talking about, but everything was very well documented in papers and maps, probably it had to do with infrastructure. In order to submit projects and obtain financing, the Community Councils must follow a methodology established in the regulations.
Ahora no recuerdo de qué problemática estaban hablando, pero todo estaba muy bien documentado en papeles y mapas, probablemente tenía que ver con infraestructura. Para presentar los proyectos y obtener el financiamiento, los Consejos Comunales deben seguir una metodología establecida en la normativa.
The Communal Councils are made up of committees according to the needs of each area. They may have committees for health, education, food, housing and habitat, agrarian, energy, water, land, culture, security, economy, sports and recreation, among others.
Los Consejos Comunales están conformados por comités de acuerdo a las necesidades de cada zona. Pueden tener comités de salud, educación, alimentación, vivienda y hábitat, agrario, energía, agua, tierras, cultura, seguridad, economía, deporte y recreación, entre otros.
Although it was not on the agenda for the day, it was interesting to learn about this form of popular organization. That is one of the things I love about my profession, journalism, which exposes you to all kinds of experiences, and that is always enriching.
Aunque no estaba en la pauta del día, fue interesante conocer de cerca esta forma de organización popular, esa es una de las cosas que amo de mi profesión, el periodismo, que te expone a todo tipo de experiencias, y eso siempre es enriquecedor.
