I have been a class teacher for more than 3 years and through my teaching career, I got some experiences on how Pupils behave, learn and how they are very distinct individually.
Through my experience as a class teacher, I got to understand that some pupils are naturally brilliant and outstanding, while others are average in I.Q Other are not very brilliant or intelligent. Don't get me wrong that doesn't mean those pupils can't be worked upon, it may take a high level of attention, teaching approach and parental assistance.

Some years ago in Lagos I was a class teacher at Golden Towers Nursery and Primary school, which was located around Ajah (labora side).
I was assigned to handle Nursery1,2 and primary 1.
I handled nursery 1 and 2 for up to a year. During this period as a classroom Teacher, I have a class population of up to 50 pupils in Nursery one, less than 30% are doing very well in their various studies, the other 70% were just average and performing poorly, i remembered I panicked for such perform but then I did some improvement in the following aspects:

I took more time getting to know all my students and getting familiar with them.
I got to know the students Individually, by doing this I got to know those who needs special attention and I informed the parents for the need of Home lessons for their children, many that made an effort in Getting extra home lessons, saw improvement in their children academic performance. I also encourage them to always work on the home work by guiding their children on how to go about the home work given to them.

Attention of the parents is crucial;
Most parents makes the child learning process only for the teachers alone in the school, but they fail to understand that the parents have the greater responsibility of following up and guiding them whenever possible.
During my time at the school, I noticed most of the parents don't even bother to check what their children is doing at school, not even caring to check their homework or assignment.

Then we have a book called Communication book, where the Teachers pads special information to the parents and also the parents back to the school or a teacher in particular. Whenever I noticed a parent is not following up or neglecting any crucial information passed through the book, I will make a complain to the management or if I can see such parent immediately they brought the children in the morning.

I made the class more fun and comfortable with all the children, all work and no play, makes jack a dull boy
We always have a fun time during the class, this really helps them lose any tensions which builds up during learning process in the class.

What are the result of this steps I took?
More than 90% of my pupils improved in their academic performance, they got a good grade and for the two years of my stay as a teacher in that school it was a successful one .

In Summary:
The performance of the children is the responsibility of both the school and the parents, the two works hand in hand.
