When making a post the tags that are used help with visibility, rewards tokens and upvote as well as draw attention to the content of creation, it important that one knows how to properly tag or hashtags a post, because if there are well tag, when topic related to that tag is search for tag related to that topic will be displayed

Abuse of tags attract downvote to your post

When creating a post as earlier stated tags are very important brings about visibility to your post but when there are not properly used, and the contact is study and the tags are not relevant to the post, this will bring about negative reaction, and that post will not be voted.

Therefore I would say yes abuse is tags bring about downvote, because the only way to beg for vote without begging for vote is to tags ur post properly for attention that brings about vote.
