A provincial attitude is shown when a person shows a disapproving attitude, he seems not to care about all that is happening around him.
This person is said to have a narrow view about things, and he sticks to his view. Every other opinion or view is not a concern to him, he is provincial in his attitude.
Some might call a provincial person old school because they stick to what they know and even when innovation such as technology brings a better solution, they refuse to view things from that perspective.
I am not a judge in this case, I can only say my opinion. But the truth is that there are advantages and disadvantages to these things. As much as we want to educate the provincial man, there are values kept and advantages to these things as well as disadvantages.
So, choose attitudes wisely and stick to your choice.
