The town used to be lively and filled with people. However, a massive earthquake which hit the town left it a neglected suburb. To prevent getting caught in the earthquake, many have left the town upon being asked to evacuate.
The quiet streets and partially derelict buildings showed no sign of life. The government wanted to restore the once bustling town but they needed support from the people whom have evacuated. Many were hesitant to return in fear of another earthquake hitting.
Instead, the leader of the town shared with the government representative, they would prefer a new place to restart the town and not return to the previous earthquake site in view of safety. The government agreed and they started the rebuild on a location 200KM away from the previous earthquake site.
