"For You" pages and posts of those you follow can filled with junk, but they count as posts read - even as you scroll. Reading replies to a post counts toward the rate limit.
It gets stranger as it seems Elon Musk is making things up as it goes. Treating a social media platform that is supposed to encourage people to be hooked on the platform and more susceptible to advertising on the platform to limits is a radical shift. Even those paying $8 a month (an arbitrary figure when proposed) for a verified account (a checkmark) are rate limited.
These rate limits may put Twitter's status as a mere social media firm that hosts user-created content into jeopardy as the rate limits are more consistent with how telecommunications firms operate. Telecommunications firms are subject to various regulations that are far more stringent than a social media company like Twitter or Meta. Given the "town square" and importance of news dissemination that emanates from Twitter, it is behaving more like a public utility and that is a threat to their business as politicians and regulators may wish to get involved.
