I don't know if reputation really matters but I believe for a user to get a higher reputation definitely means he or she have been building the rank from scratch.

I think that now Reputation as a number does not play any role in the hive ecosystem. It looks good if the number is higher but I can't see any use case for the same.

While a low reputation score indicates spam accounts. A super high reputation score tends to reflect popularity ... not quality.

Users who who hold their tongues and spend time researching posts usually have low reputation scores. Users who brown nose whales and who spew forth with a large number of vacuous posts have high reputation scores.

I usually ignore the reputation score when deciding which posts to upvote.
