Did the CEO of Google made this decision because people in India use the Family plan even though they don't belong to the same family ?
Just few months back, I had taken the YouTube Premium Membership for the family and it used to cost ₹189 monthly for six members. And now they have increased that to ₹299 - a straight 58% jump and the reason for that ?
We don’t make these decisions lightly, and this update will allow us to continue to improve Premium and support the creators and artists you watch on YouTube.
Definitely, not a reasonable justification that would actually improve the quality of Premium to such extent. You can look at Premium features here :

And interestingly, they have increased the Family membership with this big hike but other membership fees are raised in 15-20% range. May be because they know ( their CEO belonging to India) how people in India go for the cheapest option and share the family plan among six members, who are not actually family members. If you divide that price by six, that comes as the cheapest price and that holds true, even with the price hike. So those practicing this sharing option, may still continue.
We have to agree to this new pricing by October 3, otherwise our subscription will end before the new price takes effect. So I will just silently enjoy till the current premium membership is over and then switch to basic, that would come with ads.
Coming to our usage, truly we don't need the premium membership, because we don't use youtube very extensively. Sometimes kids go through some tutorials and we see some songs, but paying such a price for that, is not worth that. And even, we would use max three devices at home, so everyone agrees to give up this Premium Membership for now.
Do you use YouTube Premium Membership ? What's your reaction to the current price hike ?
