The United States Congress authorizes the minting of coins that celebrate and honor American people, places, events, and institutions. Such is the case for commemorative coins.
Even though these coins are legal tender, they are not minted for general circulation. Each commemorative coin is produced by the United States Mint in limited quantity and is only available for a limited time.

On December 6, 1606, the journey to Virginia began on three ships: the Susan Constant, the Godspeed, and the Discovery. In 1607, 104 English men and boys arrived in North America to start a settlement. On May 13 they picked Jamestown, Virginia for their settlement, which was named after their King, James I. The settlement became the first permanent English settlement in North America. - A Short History of James Town
The settlement would eventually become the United States.
The colony at Jamestown also produced one of the earliest iconic figures of colonial history. Captain John Smith was one of seven council members identified in sealed orders to govern the new colony. Smith led the settlers through the struggles of a harsh winter, the spread of disease, and the often challenging relationships with the Algonquian Indians. - Jamestown 400th Anniversary

The United States Modern Commemorative Coin program began in 1982. Silver coins have been issued corresponding to and equal in specifications of classic circulating silver dollars. I have a long way to go, but here are the ones I shown so far:
