Why bad always easier?

I did an interesting little comment exchange in the other social media the other day. I know I should have used the time to be active and make the post here, but somehow it popped up in my notification when I was on my phone, and I am a little interested in the subject.

For the preliminary, the state of the traffic here in my country and on my island is bad, most of us know what the rule is, but some of the bad ones push themselves so hard to break the law since nobody seems to care. The bad ones, are doing bad things, while the decent ones, are still following the rules.

The problem arises when some foreigner who seems to be staying in the island long enough according to his biking style and stuff (don't ask me if this one is staying here legally, since most of them are not, the beauty of a strong passport holder, you can just come to any country without even getting a little check from the other)

And he was following the bad one which is kind of pathetic, thinking of how a foreigner who come from an advanced country who knows the road rules and law, hate when they see people breaking the law in their own country, yet when they are here they choose to follow the bad example.

Now about the funny exchange, the comment said that the foreigners are leaning the behavior from the local, and "monkey see monkey do". I mean, out of the whole rider and road users, the percentage of the bad ones is only a few percent, and the rest are still following the rule. But why do the foreigners choose to follow the bad one? And blamed they learn if from the locals? why don't they copy and follow the goo behaviors, like how we care for each other in the society, be respectful toward each other, and smile more. Also if they think that the place is bad, why would they stay here for such a long time? shouldn't they go back to their own country like how they chase away the immigrant?
