Yes another way of seeing this work. Nice thought.
The park on the left side where the bridge starts has a promenade / walk and cycle way that goes far under the bridge and first arch… from this point you can see it. So no boat 🚤 involved. Hula did paint it on his paddle board 🏄🏻‍♂️

Impressive to do a work of this quality on a paddle... I just have to keep my balance so I don't fall into the water every 5 meters 😀
