La inteligencia artificial en la política
Hace relativamente poco me enteré de una noticia que me asombró aunque no demasiado, en China un robot fue diseñado para cumplir con la tarea de ser gerente de una empresa, pincha aquí para leer el articulo. Lo cierto es que la inteligencia artificial o IA, cada vez toma más terreno en nuestro modo de vivir y es cierto que todo avance tecnológico afecta en mayor o menor grado nuestro modo de vivir y muchos equiparan al desarrollo de la IA como un hito tecnológico equiparable a la invención de la rueda o la escritura, honestamente pienso que es un desarrollo tecnológico que trae consigo muchos beneficios pero igual muchos retos.
Si hay algo en lo que debemos prestar una atención considerable es en el futuro de la política en torno al desarrollo de la inteligencia artificial. Desde que Aristóteles afirma que el ser humano es un ser político, las reflexiones las reflexiones políticas sobreabundan, y no hay época en la que esto no sea una prioridad por lo menos en el ámbito discursivo, y aún más recientemente con el desarrollo de la IA ya que esto nos hace pensar en la cuestión más importante:
¿Nuestras vidas deben ser controladas por poderosas máquinas digitales?
De ser positiva la respuesta a esta pregunta, surge otra pregunta vital ¿en qué medida? también hay que preguntarnos ¿Cuál será el mejor modo de configuración? Ya que la configuración que usemos será el factor decisivo de cara al futuro de la política. Creo que la empresa que erigió un robot como su CEO tuvo que haber pensado en esto, ya que depende del modo en el cual se configuren los algoritmos influirá directamente en la toma de decisiones, y ahora bien ¿Como saber cual es la mejor decisión? No soy un desarrollador, pero superficialmente creo que muchos están tomando acciones en torno al desarrollo de la IA dando por sobreentendido muchas cosas que no deberían darse por sabidas, como por ejemplo, aprender y decidir. Pensamos que todos sabemos lo que significa aprender, y desde la filosofía no se puede dar nada por establecido e incluso términos tan cotidianos como este deben ser repensados.
Ahora bien, edificar una nueva política en torno a la Inteligencia artificial no es un paso tecnológico en sentido estricto, sino que estamos dando saltos ontológicos y es por ello que la automatización requiere y exige mucho detenimiento, repensar estructuras socioculturales, repensar al sujeto, la acción, el trabajo, el conocimiento y la responsabilidad. Como bien lo he dicho líneas anteriores siempre han proliferado reflexiones en torno a lo político, de hecho, hay un tratado interesante en torno a la política y muchos lo consideran de los textos fundacionales de una filosofía política propiamente dicha, hablo del texto escrito por Thomas Hobbes en el año 1651 titulado “Leviatán”, pues en este texto Hobbes define al estado como un “automaton”, como un hombre artificial. ¿Acaso Hobbes tendría una especie de epifanía política? Porque, la IA se nos presenta como un ejercicio de construir un ser humano artificial. Realmente creo que Hobbes estaba muy claro en estos asuntos y que lo que el ser humano aspiraría en sentido político es a la construcción de un sistema que permita y promueva la vida humana de la forma más óptima posible.
Y aunque recientemente diversos proyectos basados en IA estan ofreciendo el acceso a estas Inteligencias artificiales de una manera muy abierta y aunque puedan brindarnos herramientas valiosas, el uso indiscriminado de esta tecnología lo que me hace pensar es que necesario esbozar ciertos criterios para que no se convierta en un dolor de cabeza socialmente hablando, no hablo de restricción sino de construir un planteamiento que permita tanto el desarrollo de la tecnología en la cotidianidad y además de su continuo desarrollo.
También me hace pensar en la necesidad de una filosofía política de la IA (inteligencia artificial) y aunque de esto no sé nada, y me imagino habrán especialistas trabajando en ello, pero ¿Qué tipos de especialistas? No pueden ser una reflexión cubierta por la reflexión tecnológica o por una reflexión puramente ética. Creo que se está gestando un híbrido reflexivo en el punto medio entre la ética y la tecnología, quizá no sea descabellado pensar en una nueva área del saber que llamemos “tecnoética” ya que estamos frente a un enorme reto. Toda tecnología a lo largo de la historia humana ha influenciado en el modo de tomar decisiones, ahora hay una tecnología que es capaz de tomar decisiones, por lo tanto, estamos frente a la paradoja de cómo tomar buenas decisiones en la construcción de la tecnología que toma decisiones por nosotros. Colocando al acto de tomar decisiones en un nivel aún más alto, y con esta reflexión concluyo mi breve disertación, entendiendo que hay una nueva necesidad filosófica.

Artificial intelligence in politics
Relatively recently I learned of a news that amazed me but not too much, in China a robot was designed to fulfill the task of being a manager of a company, click here to read the article. The truth is that artificial intelligence or AI, increasingly takes more ground in our way of living and it is true that every technological advance affects to a greater or lesser extent our way of living and many equate the development of AI as a technological milestone comparable to the invention of the wheel or writing, honestly I think it is a technological development that brings many benefits but also many challenges.
If there is one thing we should pay considerable attention to, it is the future of policy around the development of artificial intelligence. Ever since Aristotle states that the human being is a political being, reflections political reflections overabound, and there is no era in which this is not a priority at least in the discursive realm, and even more recently with the development of AI as this makes us think about the most important question:
Should our lives be controlled by powerful digital machines?
If the answer to this question is positive, another vital question arises: to what extent? We must also ask ourselves: What will be the best configuration mode? For the configuration we use will be the decisive factor in the future of politics. I think the company that erected a robot as its CEO had to have thought about this, since it depends on the way in which the algorithms are configured will directly influence the decision making, and now how to know what is the best decision? I am not a developer, but superficially I think that many are taking actions around AI development taking for granted many things that should not be taken for granted, such as learning and deciding. We think we all know what learning means, and from a philosophical point of view nothing can be taken for granted and even everyday terms like this need to be rethought.
Now, building a new policy around artificial intelligence is not a technological step in the strict sense, but we are making ontological leaps and that is why automation requires and demands a lot of thought, rethinking socio-cultural structures, rethinking the subject, action, work, knowledge and responsibility. As I have said before, there has always been a proliferation of reflections on politics, in fact, there is an interesting treatise on politics and many consider it to be one of the founding texts of a political philosophy properly speaking, I am talking about the text written by Thomas Hobbes in 1651 entitled "Leviathan ", because in this text Hobbes defines the state as an "automaton ", as an artificial man. Would Hobbes have a kind of political epiphany? Because, AI is presented to us as an exercise in constructing an artificial human being. I really believe that Hobbes was very clear on these matters and that what the human being would aspire to in a political sense is the construction of a system that allows and promotes human life in the most optimal way possible.
And although recently several projects based on AI are offering access to these artificial intelligences in a very open way and although they can provide us with valuable tools, the indiscriminate use of this technology makes me think that it is necessary to outline certain criteria so that it does not become a headache socially speaking, I am not talking about restriction but to build an approach that allows both the development of technology in everyday life and its continuous development.
It also makes me think about the need for a political philosophy of AI (artificial intelligence) and although I know nothing about this, and I imagine there will be specialists working on it, but what kind of specialists? They cannot be a reflection covered by technological reflection or by a purely ethical reflection. I believe that a reflective hybrid is emerging in the middle ground between ethics and technology, perhaps it is not unreasonable to think of a new area of knowledge that we could call "technoethics " since we are facing an enormous challenge. Every technology throughout human history has influenced the way we make decisions, now there is a technology that is capable of making decisions, therefore, we are facing the paradox of how to make good decisions in the construction of technology that makes decisions for us. Placing the act of making decisions at an even higher level, and with this reflection I conclude my brief dissertation, understanding that there is a new philosophical need.
