Worldbuilding Weekend Prompt #99 - Bureaucrats

Welcome to the next in an ongoing series of writing prompts in the Worldbuilding community !

I'm aiming to post one of these each Sunday. They aren't a replacement for the excellent daily prompts from @worldbuilding they're just an extra opportunity if you have a writing itch you want to scratch. 😀

The prompt this week is - Bureaucrats

Bureaucrats have existed since the Neolithic Revolution. When mankind settled down and built his first villages, leaders appointed officials (often priests) to ensure enough of a tithe was collected from their farmers to feed the craftsmen and leaders who had other (or no) jobs. As time has gone on, more and more rules leads to more and more bureaucrats. Now, we're creating AI bureaucrats to enforce rules with no sympathy, humanity or flexibility.

*Tell me a story about bureaucrats in your setting. How much power do they have ? What is their role - do they make the rules or just enforce rules made by others ? How are their decisions enforced ? Do people respect them, or fear and hate them ? Is it every parent's wish that their children grow up to be bureaucrats ? Who do they report to ? How much discretion do they have, and are they sympathetic or harsh ?
