Not calling anyone out in this article but humans are such dynamic creatures that one cannot or find it hard to set them straight in a clear-cut path.
Humility is being modest, not boastful, not pretentious and not assuming.
The definition seem simple but in practice it has various interpretations and implications.
We all have varying levels of exhibiting the good and the bad characters or according to structure, the 7 deadly sins and the 7 heavenly virtues.
In the case of humility, many are humble and it has been mistakingly or correctly interpreted as stupidity.
What could be said of someone that could profer a better solution to a situation but choose to keep it to self, so as not to be seen as someone who is showing off their knowledge?
Or
What could be said of someone who keeps condescending to people's suggestions, opinions or decisions, so as not to be seen as someone who thinks so high of himself?
There are different levels to these things that many are cajoled by themselves or by others that they are being humble as in this case, when they are most of the time just stupid.
Who holds/reads the scale?
For one, an individual may be exhibiting low self-esteem traits and may term it as being humble.
Another individual could be stingy and prefers to look unkempt (not talking about being frugal) even in the midst of abundance of wealth and may term it as being humble.
No one will find it easier to be exclusive on a virtue or a sin.
Proudly humble - A Story
People mix things up and no one can read this scale accurately.
An individual could be "so" humble that they become proud that they are humble.
I heard a story and I improved on it to share with you!

Mr John was recently promoted to be part of the top managers of a company.
Amongst other benefits to be enjoyed was an exclusive garage for top managers.
As an "humble" man, Mr John kept parking his car at the general garage, living his exclusive spot empty.
Everyday, he walks into the workplace feeling he is better than the other top managers who used the exclusive garage.
This is totally a case of being proud because of some "self-venerating act" (so sure it's not humility)!
A better approach
My position on this is that I can exhibit any sin and virtue (which could also not be a conscious move) as long it hurts no one - not even me!
No exclusivity!
