Hoy he querido reflexionar un poco acerca de un tema que no sè si sea comùn para varios paìses, regiones o comunidades, y es que quiero hablar un poco acerca de la conducta de los peatones en la ciudad, sus costumbres y el respeto y conocimiento de las normativas legales que los ciudadanos deben cumplir como peatones.

Today I wanted to reflect a little about a topic that I do not know if it is common to several countries, regions or communities, and I want to talk a little about the behavior of pedestrians in the city, their customs and respect and knowledge of the legal regulations that citizens must comply with as pedestrians.

En la ciudad donde vivo, en menos de un meses he sabido de alrededor de 4 personas arrolladas, y tres accidentes, solo por la localidad donde vivo, eso sin contar de la cantidad de perritos callejeros que también han sufrido las consecuencias de la vuelta a las vías de los vehículos automotores, luego del retorno de cierta normalidad en el suministro de la gasolina en este, mi país.

In the city where I live, in less than a month I have known about 4 people run over, and three accidents, only in the area where I live, not to mention the number of stray dogs that have also suffered the consequences of the return to the roads of motor vehicles, after the return of some normality in the supply of gasoline in this, my country.

Lo triste de todo esto es que se supone que en primaria educación víal vemos todos, me se puede notar en las calles un grado muy alto de distracción de muchos peatones, al momento de cruzar calles y avenidas. Siempre he pensado que al salir de casa nos llevamos los problemas pendientes por resolver, olvidando que es sumamente importante estar pendiente de cada paso que damos estando en calles y aceras.

The sad thing about all this is that we are all supposed to see in primary road safety education, and I can see in the streets a very high degree of distraction of many pedestrians, when crossing streets and avenues. I have always thought that when we leave home we take with us the pending problems to solve, forgetting that it is extremely important to be aware of every step we take on the streets and sidewalks.

En mi país existe la Ley Orgánica de Tránsito Terrestre, en ella se refleja en el artículo 292, las siguientes prohibiciones a los peatones:

In my country there is the Organic Law of Land Transit, which reflects in Article 292, the following prohibitions to pedestrians:

Transitar por las vías, salvo cuando no existan aceras. En este caso deberán cumplir con las normas establecidas al afecto.
Entrar repentinamente a las pistas vehiculares sin comprobar previamente que los vehículos en circulación permitan efectuar la operación con seguridad.
Detener la marcha sobre la carretera.
Transitar por las autopistas.
Llevar elementos que pueden obstaculizar el tránsito.
Ofrecerse como pasajero en autopistas, estaciones de peaje y cualquier otra área que no esté diseñado para ello.
Cruzar las vías en forma diagonal.

Walk on the roads, except when there are no sidewalks. In this case, they must comply with the rules established for this purpose.
Suddenly enter vehicular lanes without first verifying that the vehicles in circulation allow the operation to be carried out safely.
Stopping on the road.
Transit on the highways.
Carrying items that may obstruct traffic.
Offering yourself as a passenger on highways, toll stations and any other area that is not designed for that purpose.
Crossing the tracks diagonally.

Si nos ponemos a analizar la conducta peatonal en esta ciudad, comenzando por la norma 1, acá los peatones por lo general caminan por el medio de las calles. Pasan las vías muchas veces hasta viendo los teléfonos, o simplemente confiando que el carro se detendrá al verlos. Son hasta lentos al cruzar, se toman su tiempo. No están respetando ni calles ni autopistas o avenidas de alto riesgo por carecer de aceras y puntos de cruce peatonal, y habiendo puntos de cruce peatonal en la mayoría de las oportunidades los ignoran. En esta ccciudad trasladan hasta neveras en bicicletas. Se pide ser llevados en cualquier punto de las vías. Definitivamente creo que muchos de los peatones de esta ciudad, aman el peligro.

If we analyze pedestrian behavior in this city, starting with Rule 1, here pedestrians generally walk in the middle of the streets. They walk in the middle of the street, many times even looking at their phones, or simply trusting that the car will stop when they see them. They are even slow when crossing, they take their time. They are not respecting streets or highways or high risk avenues because they lack sidewalks and crosswalk points, and if there are crosswalk points, they ignore them most of the time. In this city even refrigerators are transported on bicycles. They are asked to be carried anywhere on the roads. I definitely think that many of the pedestrians in this city love danger.

También ocurre un fenómeno de conducta social, que lo he podido observar en la mayoría de ciudades de mi país, y es que no hacen uso de los puentes o pasarelas peatonales. Créanme que a lo largo de mi vida (y ya tengo 53 años)si he visto 50 personas haciendo uso de estos puentes o pasarelas, que por lo general se construyen para atravesar avenidas de alta circulación automotriz, si he visto 50 peronas, pues han sido muchas. Generalmente a los pies de estos puentes peatonales o pasarelas, podemos observar con regularidad una agrupación de personas esperando el momento para cruzar la avenida, ignorando por completo el recurso víal que obviamente daría mayor seguridad al peatón.

There is also a social behavior phenomenon that I have observed in most cities in my country, and that is that they do not make use of the bridges or pedestrian walkways. Believe me that throughout my life (and I am 53 years old) if I have seen 50 people using these bridges or walkways, which are usually built to cross avenues of high automobile traffic, if I have seen 50 people, then there have been many. Generally at the foot of these pedestrian bridges or walkways, we can regularly observe a group of people waiting for the moment to cross the avenue, completely ignoring the road resource that would obviously give greater security to the pedestrian.

No se, si es solo falta de conciencia ciudadana, o si en esto deberían jugar un papel más activo las autoridades competentes y colegios, lo que si es cierto es que se siguen comentiendo imprudencias que pueden ser evitadas, bastaría con que cada quien se centrara en entender el riesgo que se corre al circular por calles, y avenidas mientras haya vehículos andando. Así como los conductores de vehículos deben ser cuidadosos y cumplir con las normas de tránsito, los peatones también deben tomar conciencia de su responsabilidad.

I do not know if it is just a lack of citizen awareness, or if the competent authorities and schools should play a more active role in this, what is certain is that imprudence is still being committed that can be avoided, it would be enough for everyone to focus on understanding the risk that one runs when circulating on streets and avenues while there are vehicles on the road. Just as vehicle drivers must be careful and comply with traffic regulations, pedestrians must also be aware of their responsibility.
