The photo was taken in the city centre of the lovely Azorean city. It' s the largest city, on the largest of the nine islands that makes up the Azorean islands. They are part of Portugal, but with the location in the Atlantic Ocean, they do feel as a world apart from the mainland.             Nice shot.

            It's actually one of the capitals. The other 2 capitals are Angra do Heroísmo and Horta and each of the 3 cities hold a part of the governmental branch: Executive, Judicial and Legislative.
