Fashion is actually what distinguishes a cowboy from other riders or a common man, they dress differently based on the way they are addressed.
One might think they dress this way because they are riders but most of them still dress the same way even when they are not riding.
So, a fashionable cowboy might be out of the purpose of being a cowboy because he would dress slightly different from the others and he will look different from them.
But then, since the cowboys have a similar dress code, why change or do something different from the rest. If at all there is to be a change, it should reflect on all their dress code.
