Die USA schränken die KI-Chip/GPU-Exporte nach Österreich und vielen europäischen Ländern stark ein, um Europas KI-Ambitionen zu behindern. Die Sanktionen wurden noch von der Biden-Regierung verhängt.
Damit hat Biden einen Keil durch die EU getrieben und Trump einen 11-Meter für zukünftige Verhandlungen mit der EU aufgelegt.
Österreichische Unternehmen dürfen jährlich nur noch 50,000 GPUs kaufen, was die Errichtung von KI-Rechenzentren und das Gründen von KI-Startups in Österreich erschweren wird.
Ausnahmen soll es nur für Forschungseinrichtungen und große Cloud-Anbieter aus den USA (Amazon, Microsoft, Google etc) oder aus "befreundeten" Drittstaaten geben.
Die Sanktionen gelten nicht für alle EU-Mitgliedstaaten gleich, sondern Biden hat die Welt in 3 Lager aufgeteilt (Tier 1, Tier 2 und Tier 3, die gar keine Chips erhalten wie China und Russland). Nur die engsten Verbündeten (18 Tier 1-Länder, darunter auch Deutschland, Frankreich und Italien) erhalten den vollen Zugang zu KI-Chips, während Länder wie Österreich oder Polen (das derzeit einer der größten Verbündeten der USA im Ukraine-Krieg ist) nur einen eingeschränkten Zugang zur moderner Hardware bekommen.
Interessanterweise hat Biden auch Israel als Tier2-Land sanktioniert, aber die Beschränkungen können von Trump noch verändert und angepasst werden. Die Liste ist noch nicht final.
Denke Trump wird die KI-Sanktionen dazu verwenden, um noch mehr Geld von der EU für den Ukraine-Krieg zu fordern. Entweder ihr zahlt 5% des BIP für die NATO (US-Waffen) oder wir liefern euch weniger KI-Chips.
Hardware ist aber nicht alles. In der Zwischenzeit hat China mit der Open-Source-KI DeepSeek GPT o1 überholt und dabei kommt DeepSeek mit viel weniger Rechenleistung aus als OpenAI. Not macht erfinderisch, vielleicht schießt sich die USA mit den KI-Sanktionen selber ein Eigentor und fördert damit die Entwicklung von effizienteren KI-Modellen außerhalb der USA.

Germany, France, Belgium, Netherlands, Ireland, UK, Denmark, Finland, Italy, Spain, Norway, Sweden, Canada, Japan, South Korea, Australia, New Zealand and Taiwan.
Tier 2 countries like Austria and most CEE countries will only get limited access to AI chips and compute. The US wants to limit global compute for Tier 2 and Tier 3 countries.
In addition, U.S.-headquartered providers likely to receive global authorizations such as Amazon Web Services and Microsoft will be allowed to deploy only 50% of their total AI computing power outside the United States, no more than 25% outside of the Tier 1 countries and no more than 7% in a single non-Tier 1 country.

The USA is severely restricting AI chip/GPU exports to Austria and many European countries in order to hinder Europe's AI ambitions. The sanctions were still imposed by the Biden administration.
Biden has thus driven a wedge through the EU and given Trump an 11-meter for future negotiations with the EU.
Austrian companies are only allowed to purchase 50,000 GPUs per year, which will make it more difficult to set up AI data centers and establish AI start-ups in Austria.
Exceptions will only be made for research institutions and large cloud providers from the US (Amazon, Microsoft, Google, etc.) or from “friendly” third countries.
The sanctions do not apply equally to all EU member states, but Biden has divided the world into 3 tiers (Tier 1, Tier 2 and Tier 3, which do not receive any chips at all, such as China and Russia). Only the closest allies (18 Tier 1 countries, including Germany, France and Italy) receive full access to AI chips, while countries such as Austria or Poland (which is currently one of the US' biggest allies in the Ukraine war) only get limited access to modern hardware.
Interestingly, Biden has also sanctioned Israel as a Tier 2 country, but the restrictions can still be changed and adjusted by Trump. Don't think the list is final.
Think Trump will use the AI sanctions to demand even more money from the EU for the Ukraine war. Either you pay 5% of GDP for NATO (US weapons) or we supply you with fewer AI chips.
But hardware is not everything. In the meantime, China has overtaken GPT o1 with the open source AI DeepSeek, and DeepSeek manages with much less computing power than OpenAI. Necessity is the mother of invention, perhaps the US is scoring itself an own goal with the AI sanctions and thus promoting the development of more efficient AI models outside the US.
