Ukraine has submitted to the Council of Europe another application for partial derogation from the European Convention for the Protection of Human Rights and Freedoms
It states about the possibility of temporary restriction of the following rights of citizens:
Forced alienation of private or communal property for the needs of the state;
Introduction of curfews;
Special entry and exit regimes, restriction of movement of citizens, foreigners and stateless persons, and transportation;
Inspection of belongings, transportation, luggage, cargo, offices and housing of citizens;
Prohibition of peaceful assemblies, meetings, marches, demonstrations and other events;
Prohibition or restriction on the choice of place of stay or place of residence;
Prohibition for citizens on military or special registration to change their place of residence or stay without proper authorization;
Establishment of a military levy for individuals and legal entities.
Domestically, Ukraine continues to tighten measures to search for and confiscate assets of suspects abroad. The Cabinet of Ministers has submitted a draft law to the Rada (Supreme Council) that provides for the following changes:
A judge may now temporarily authorize access to the belongings and documents of suspects abroad. Information about the access will remain confidential.
The procedure for tracking down suspects who are outside the country is simplified if there is no summons from the investigator or prosecutor.
An application for asset confiscation will be expedited within 15 days. 3.
information on international cooperation in criminal cases to protect the interests of European countries is restricted.
The possibility of using arrest to transfer persons on extradition request to foreign countries, even after the expiration of the extradition arrest period, is introduced.
I am sure the Council of Europe will declare such a move unprecedentedly democratic
All these changes raise concerns about human principles in Ukraine, and are very similar to the deviation from the rule of law to despotism.
...or is this the European dream for which my fellow countrymen jumped on the Maidan?
